Constitution


DESIGNATION

The combination of Pubs and clubs to be called “Hereford Charity Pool League” In these rules “Pub and club” means any combination of players organised as a separate pool team. Pubs and clubs are invited & re-invited at the discretion of the presiding committee therefore fulfilling its invitational status.

FORMATION AND CONSTITUTION OF THE LEAGUE:

WINTER LEAGUE:
1. Teams registered with the league shall be allocated to divisions set out by the committee; the committee shall ensure that at least two teams are promoted from each of the lower divisions.

1a. The two highest placed teams which remain in the league and are registered for the following season.

1b. The filling vacancies and constitution of new divisions is affected by appropriate relegation from the higher divisions. All new applicants shall be entered in the lower divisions (At the committee’s discretion).

SUMMER LEAGUE:
2. Teams registered with the league shall be drawn out of a hat and placed into “Sponsored Cups”. There will be no relegation or promotion in these Cups as a new format will be drawn each year.

OFFICERS:

3. The Annual General Meeting shall appoint the following officers from amongst persons registered at the meeting.

1. Chairperson                   4. Fixtures Secretary

2. Secretary                        5. Competition Secretary/Secretaries

3. Treasurer

Officers elected shall hold office for a period of one year and shall be eligible for Re-election at the seceding Annual General Meeting. The appointed officers shall fill Casual vacancies; person or persons shall hold office for the remainder of that season.

POWERS AND PROCEEDINGS OF THE COMMITTEE: 

4. The Committee shall have the power to run the league as deemed fit, for the better of the league. The chairperson will have the casting vote. Meetings of the Committee shall be covered form time to time by the secretary on instruction of the chairperson. Meetings of the Committee shall be held on dates set out by the newly elected members after each Annual General Meeting. The Quorum of the Committee shall be five. The committee shall be under a duty to manage the affairs of the league in a prudent and business-like manner and in particular it shall deal with:

A: All infringements of these Rules and the Rules of the game of Pool.
B: All protests lodged by Pubs or Clubs.
C: Complaints of misconduct by Pubs or Clubs and players.

In such a manner as the Committee deems fit.

The Committee shall have the power to expel any Player, Pub or Club persistently breaking the Rules of the league, subject to a right of appeal by the Player, Pub or Club to a properly special General Meeting

The Committee shall have the power to:

a) Form sub-committees and delegate functions thereto.
b) Join in pool competitions organised by the under the auspices of other bodies.
c) Associate with other bodies, one of whose main function of the promotion of furtherance of the game of pool.
d) Select appropriate tables on which the quarter, semi and final round of the league’s competition shall be played.

RULES OF THE GAME:

5 a) The game of Pool shall be played in accordance with the rules set out by the English Pool Association.

With exception to rule changes made at the Annual General Meeting, which have been put to the floor, seconded and voted in by Pubs and Clubs being represented.

b) Each Team will comprise of a minimum amount of players to gain a result (Four Players).

c) Format for the Winter and Summer League will be:

Three doubles, Six singles, One Wild Card Double (Captain can choose two players to play the extra frame).

In the event of a drawn match in the Team Knockout Cup there will be 1 further frame of singles, the captains choosing one player to play this deciding frame. The player chosen must not have taken part in the Wild Card doubles match.

In each format (Winter and Summer Leagues) a minimum of four players will be required to start a match.

d) There is no limit to the amount of players signed for a team, on condition that once played for the signed team no one is eligible to play for a second team unless properly transferred.  Transfers are allowed at a cost of £5.00. Transfers can only be made within the first half of any season, the committee may allow special transfers outside of this period under extenuating circumstances.

COMMUNCIATIONS:

6. All communications shall be addressed to the Chairperson or Secretary at such as is laid down by the Committee from time to time.

The Chairperson or Secretary shall conduct the correspondence of the League.

FIXTURES:

7. The date upon which all matches for the League and Cup games shall be played are to be arranged by or under the supervision of the Committee.

7.2. Postponements. In certain cases a team may not be able to play on the date fixed for good reason; in this case they shall give not less than 48 hours of notice (See 7.3) of such inability to the opposing team and to the league secretary.  Verbal notification to the opposing captain and also to either the Chairman or Secretary of the league can also deemed acceptable in most circumstances. In all cases of postponed games, arrangements must be made by the team unable to play so as to ensure that the game is played within fourteen days of the original date. Upon request an extension to this period may be granted by the committee in certain cases. 
If a suitable date to replay the match cannot be agreed upon by both teams involved, then the captain that did not postpone the match should supply two suitable dates that his or her team can play on, the opposing captain should then choose which of the two dates that they intend to fulfill the fixture.

7.3. Any team failing to attend a fixture without giving 48 hours of notice shall forfeit both league fixtures between the opposing teams.

7.4. Failing to turn up to two fixtures without giving 48 hours of notice shall lead to that team being expelled from the League for that season.

COMPETITIONS:

8: Team knock out, Doubles and Singles will be organised by the Competition Secretary. Participating Pubs and Clubs will be notified about the dates of each draw. All dates are to be played on the dates given.

TIMES OF START OF MATCHES:

9. All matches organised by the league shall start at 8.30pm on a weekday. Sunday matches shall start at 8.00pm, these matches are to include Knock out Cup, Singles and Doubles. Both teams have a minimum of four players to commence.  If one team cannot produce four players by 8.30pm (8.00pm Sundays) then they will concede a frame every five minutes (By discretion of the opposing captain). 

By 8.45pm (8.15pm Sundays) the opposing team can claim a result (By discretion of their captain). If both teams agree to play the match after this time on the night it will be acceptable, this is encouraged by the committee.

RESULT CARDS:

10. The result of each match organised by the League and the names of players taking part shall be signed by both captains. The home team will be held responsible for the result card. The card is to be handed in to the League Headquarters and one other designated place stated by the committee, no later than Noon on the Wednesday next following the match.

Results can also be text in to a designated number, or emailed. In the case of text or email results the result card should still be handed into the designated headquarters within 2 weeks of the match (1 week in the case of the last two fixtures of the season).

10.1 Failure to comply MAY result in the team responsible forfeiting any points gained during that match.

COMPETITIONS:

10.2 The Team knock Out Cup RULE 10: AMENDMENT: Failure to comply will mean the home team forfeiting the match SEE RULE 9.

SINGLES AND DOUBLES:

10.3 Will be played on Sundays were applicable.  A referee will be appointed by the Committee form one of the players playing at the arranged venue, it will be his or hers responsibility to return the result card or phone the results to the appropriate place: RULE 10.

PROTESTS:

11. All protests shall be made in writing by the Captain to the Secretary. The Committee will notify both Captains and evidence will be given by each Captain. No other evidence will be heard. The Committee’s decision will be final on these matters.

REGISTRATION FEES:

12. A registration fee of such an account as is fixed by the General Annual Meeting from time to time shall be paid in respect of each team registered and for any Team on a date set by the Committee

FINANCE AND ACCOUNTS:

13. All fees from registration RULE 12/12:1 which from the Hereford Charity Pool League shall be made available to meet the expenses of the running of the League including the provision of prizes.

The remainder of the monies shall be divided between the League winners and distributed to the nominated Charities of the League winner’s choice.

13.1 The treasurer of the League shall cause proper accounts to be kept and shall report to the Committee form time to time as instructed by the Committee. The accounts of the Charity League shall be made available upon request and to every Pub or Club attending the Annual General Meeting.

LEAGUE TROPHIES AND ASSETS:

14: All trophies and assets vested in the League whether by donation loan or purchase shall be deemed to be in the ownership of the Committee for the duration of their time in office.  All trophies received by the winning teams are to be returned in a satisfactory state of repair and are in a clean condition, the offending Pub or club will be billed for the repair or replacement and cleaning of the trophy, if it is returned in a dirty or damaged condition.

2: If a team lose a League owned trophy the Pub or Club will be held responsible for the replacement of the trophy to its full value.
